5. That, as he has every reason to feel certain that his

Confidential Report Card will support his claim to be a

thoroughly efficient, reliable and conscientious officer, he is requesting that a complete copy of that card be forwarded for Your information and guidance with this Petition;

That immediately following the announcement of the promo-

tions he addressed a letter to the Honourable Colonial Secretary,

appealing for promotion to the Higher Class, pointing out

that as most of the members of that Class were younger than

he and as there was no immediate prospect of further vacancies

occurring in that Class, there was no hope of advancement for

him before his retirement; he is now 54 years of age and has

been looking forward to retirement soon after attaining the

age of 56 ;

7. That his letter to the Honourable Colonial Secretary

concluded thus :- "I therefore most respectfully submit

this appeal for your special consideration, and request that

after the question of my loss of promotion and the points in

connection therewith have been reviewed, I may be awarded my

due place in seniority. Should this be impossible, then I

request that I be informed of the points on which I may have

failed to merit the recommendation of my superior officers";

8. That the Honourable Colonial Secretary's reply to this

appeal, received from the Honourable Director of Public Works,

Head of Your petitioner's Department, was :- "I am directed

to inform you that the Subordinate Staff Board will consider

the matter fully at the end of this year if any vacancies occur

in the Higher Class"

9. That as there was no likelihood of a vacancy occurring

before the end of the year, or indeed for years, Your

petitioner then submitted a petition to His Excellency the

Governor, in which he stated :- "As I feel that I have not
